Iran’s demands for reopening the Strait of Hormuz are complicating the Trump administration’s efforts to end the war and potentially withdraw the United States from the conflict, The Wall Street Journal reports.

According to the newspaper, President Donald Trump has discussed with senior advisers the possibility of ending U.S. involvement even without reaching a nuclear agreement with Tehran, provided Iran fully restores shipping through the strategic waterway.

As nuclear negotiations have become more difficult, the White House has placed greater emphasis on reopening the Strait of Hormuz, with Trump seeking a path that could allow him to present an end to the conflict as a political achievement.

But Tehran’s conditions have made that prospect more complicated.

Mohammad Bagher Zolghadr, secretary of Iran’s Supreme National Security Council, said on August 8 that the Strait of Hormuz would remain closed until the United States “corrects” its conduct toward Iran.

He listed an end to U.S. threats, an end to the war against Iran and its allies, the lifting of the maritime blockade, the withdrawal of U.S. forces from areas around Iran, compensation for wartime losses, the removal of sanctions and the release of frozen Iranian assets among Tehran’s demands.

The Wall Street Journal reports that the conditions have narrowed Trump’s options for ending the conflict. Analysts cited by the newspaper say Tehran may be treating the reopening of the strait as leverage to secure broader concessions from Washington.

The Strait of Hormuz has become one of the central points of confrontation between Tehran and Washington in recent weeks. Threats and disruptions involving the waterway have reduced commercial shipping activity and placed pressure on global energy markets.

Trump has repeatedly called for the strait to remain open, but the Wall Street Journal reports that a full reopening has yet to be achieved.

Trump’s Search for an Exit

The Wall Street Journal reports that, with the U.S. midterm elections less than three months away and oil prices still above their pre-war levels, Trump is seeking a way to portray an end to the conflict as a political victory.

Trump has said in recent days that the United States was preparing for a major attack on Iran but halted the operation after Tehran requested continued negotiations. He has also described a potential agreement as close, although no final deal has been announced.

A White House official said the United States had achieved its military objectives and that the current focus was on ensuring the continued flow of global energy through the Strait of Hormuz.

Could the War End Without a Nuclear Deal?

U.S. officials believe Iran will not be able to quickly rebuild its nuclear capabilities and say Washington would seek to detect any covert activity.

According to the report, if Iran’s nuclear program remains constrained and commercial shipping through the Strait of Hormuz resumes, Trump could potentially extend the existing ceasefire indefinitely even without a formal nuclear agreement.

Major disagreements, however, remain over wartime compensation, the release of Iranian assets, oil sanctions and the presence of U.S. forces in the region.

The result is a difficult diplomatic equation: Washington is looking for a way to end the conflict, while Tehran appears to be using control over one of the world’s most important energy chokepoints as leverage. Unless the two sides bridge their differences over the conditions for reopening the strait, a rapid settlement remains uncertain.
